User Roles in the Test Operations Management System (TOMS)

These roles can be set by an LEA ELPAC coordinator or ELPAC test site coordinator in TOMS. Note that the values in the Role must be matched exactly if you are submitting your users via template. Please refer to the User Roles Guidance reference sheet for help in identifying appropriate user roles.

Superintendent
  • Identifies and designates all LEA ELPAC coordinators for the LEA.
  • Automatically assigned to the LEA superintendents and charter school administrators as mentioned in the California School Directory.
  • Responsible for adding and designating LEA ELPAC coordinators for the current and upcoming administration years.
  • Responsible for adding special education coordinator and technology coordinator contacts.
LEA ELPAC Coordinator
  • Assigned by user with a Superintendent role.
  • Identifies and trains all site ELPAC coordinators.
  • Responsible for the assignments and management for all ELPAC user roles.
  • Responsible for the assignment and verification of student test exemptions, alternate assessments, test settings, and unlisted resources, and manage paper test orders,
  • Coordinates LEA test security, administers audio files, performs data and score entry in Local Scoring Tool (LST), and prints individual Initial ELPAC Student Score Reports (SSRs).
  • Accesses Completion Status reports in TOMS and assessment results in CERS for all students in that LEA.
  • Creates and assigns student groups in CERS.
Site ELPAC Coordinator
  • Assigned by users with LEA ELPAC coordinator role.
  • Identifies and trains all relevant site staff, assigns users at site level.
  • Coordinates site test security, administers audio files, performs data and score entry in Local Scoring Tool (LST), and prints individual Initial ELPAC Student Score Reports (SSRs).
  • Accesses Completion Status reports in TOMS and assessment results in CERS for all students at that site. Creates and assigns rosters in CERS.
  • Users with this role can be added to a school only.
ELPAC Test Examiner
  • Assigned by users with LEA ELPAC coordinator and site ELPAC coordinator roles.
  • Administers ELPAC assessments to students (including the audio files), ensures test session security, performs data and score entry in the LST, and prints individual Initial ELPAC SSRs.
  • Accesses Completion Status reports in TOMS and assessment results in CERS for students in an associated student group. Student groups are created and assigned to the test examiner user by the LEA ELPAC coordinator or site ELPAC coordinator.
  • Users with this role can be added to a school only.
LST Correspondence Administrator
  • Assigned by users with LEA ELPAC coordinator role.
  • Performs data and score entry in the LST, prints Initial ELPAC SSRs individually or in a batch, and exports student results to merge into a parent/guardian notification letter.
  • Accesses assessment results in CERS for students at the LEA.
  • Users with this role can be added to an LEA only.
LST Data Entry
  • Assigned by users with LEA ELPAC coordinator role.
  • Performs data and score entry in the LST and prints individual Initial ELPAC SSRs.
  • Accesses assessment results in CERS for students in an associated student group. Student groups are created and assigned to the test examiner user by the LEA ELPAC coordinator or site ELPAC coordinator.
  • Users with this role can be added to a school only.
Digital Library Only
  • Assigned by users with LEA ELPAC coordinator and site ELPAC coordinator roles
  • Allows access to Digital Library.
  • Assigned to users who are not eligible for any other user roles but need access to Digital Library.
