Summative ELPAC Administration and Scoring Training, Certification Follow Up
ELPAC email update, December 1, 2020.
Dear Local Educational Agency (LEA) ELPAC Coordinator,
English Language Proficiency Assessments for California (ELPAC) regulations require annual training for the Summative ELPAC. Our records show that your LEA, [INSERT LEA], has not completed the 2020–21 Summative ELPAC LEA Certification course located on the Moodle Training Site (Moodle). Every LEA—whether the LEA has enrolled English learner students or not—must complete the certification course for the appropriate grade span.
Each LEA ELPAC coordinator or their designee is required to complete the online certification course. This LEA certification course meets the training requirement. A certificate of completion will be produced upon completion of the LEA Certification course. Test examiners will still need to be calibrated to administer and score Speaking. Calibration quizzes are located in the Examiner’s Resource course in Moodle.
If your LEA does not have any English learner students, the LEA can enter into a Memorandum of Understanding (MOU) with a neighboring LEA that has agreed to train test examiners and administer the Summative ELPAC in the event that the first LEA has a student that enrolls requiring Summative ELPAC testing. LEAs should send an email to ELPAC@scoe.net. to confirm the MOU with the neighboring LEA that also confirms the neighboring LEA has completed Summative ELPAC training. If you represent multiple LEAs, please send an email to ELPAC@scoe.net so that we can link the LEAs for training coverage.
