Initial ELPAC: Student Score Data Report and Data File Layout
ELPAC email update, November 6, 2020.
Dear LEA ELPAC Coordinator:
The 2019–2020 Initial ELPAC administration concluded on June 30, 2020. The 2020–2021 Initial ELPAC is open from July 1, 2020, through June 30, 2021. For the current Initial ELPAC administration, the 30-day timeline for administering this assessment has been extended by 45 days, to a total of 75 calendar days from a student's first day of enrollment in a California public school. This email includes important reminders for local educational agency (LEA) ELPAC coordinators regarding the Initial ELPAC data for both of these test administrations.
2019–2020 Student Data
The Initial ELPAC Student Score Data Report for the 2019–2020 Initial ELPAC is available for download in the Test Operations Management System (TOMS) by accessing the [Reports] tab on the top navigation bar then the [Initial ELPAC Reports] tab. The 2019–20 Initial ELPAC Student Data File Layout web document contains descriptions of the fields in the Initial ELPAC Student Score Data Report, including student demographic details, test scores, and test administration information.
Eligible students who were not administered the 2019–2020 Initial ELPAC in spring 2020 are included in the Initial ELPAC Student Score Data Report. Students who may have exited from one LEA and who had not enrolled in another LEA before the end of the statewide testing window are reported as not tested in the exited LEA's end-of-year reporting files.
2020–2021 Student Data
Similarly, the Initial ELPAC Student Score Data Report for the 2020–2021 Initial ELPAC is available for download in TOMS. As part of the move to a computer-based assessment, enrollment information and the English Language Acquisition Status (ELAS) are updated daily, with information flowing from CALPADS to TOMS. Records for eligible students who did not test are reported just once, in the final Initial ELPAC Student Score Data Report that is created at the end of the testing window, on June 30, 2021.
To ensure data is accurate, LEAs should take the following actions:
- Review the 2020–21 Initial ELPAC Student Data File Layout to understand the information presented in the Initial ELPAC Student Score Data Report.
- Monitor the number of eligible students with an ELAS of To Be Determined and administer the Initial ELPAC to these students.
- Update enrollment information for students in a timely manner and use appropriate exit codes in CALPADS when exiting students from the LEA. Please review the Student Move Reporting use case scenarios in the 2020–21 Initial ELPAC Student Data File Layout for additional information.
