Summative ELPAC and Alternate ELPAC Administration and Scoring Training (AST) Training Materials Request
The California Department of Education (CDE)-sponsored statewide computer-based Summative ELPAC ASTs are changing to an online format. The Summative ELPAC AST and the Alternate ELPAC operational field test AST will be available online in the Moodle Training Site (Moodle), similar to the Initial ELPAC AST.
Local educational agency (LEA) ELPAC coordinators must complete the online AST training materials request, which opened on September 15, 2020, and indicate the address where the training binder(s) for each test program will be received. Prior to the opening of registration, coordinators were sent an email containing registration information, a registration code, and enrollment keys.
Summative ELPAC AST binders will begin shipping at the beginning of October 2020. LEAs will need to complete the training materials request in order to receive their binders. At the beginning of November 2020, LEAs with students participating in the Alternate ELPAC operational field test will receive training materials containing printed PowerPoint slides for each module and a draft of the Alternate ELPAC operational field test Directions for Administration (DFAs) for training purposes.

Summative ELPAC and Alternate ELPAC Moodle Training Site Opens
LEA ELPAC coordinators or their designees must fulfill the mandatory training requirements located in the ELPAC Administration and Scoring Moodle Training Site . All LEAs must complete this training. At least one designee must complete the LEA certification course for both the Summative ELPAC and the Alternate ELPAC by December 4, 2020. The certification earned upon successful completion of the activities in Moodle fulfills the training requirement for an LEA. A certificate of completion will be produced upon completion of the LEA certification course. The 2020–2021 Summative Moodle Training will launch on October 19, 2020, and the Alternate ELPAC Moodle Training will launch on November 2, 2020. October 30, 2020
Optional Fall Summative ELPAC Concludes
The optional administration of the 2019–2020 Summative ELPAC concludes on October 30, 2020. All Speaking domain scores must be entered into the Data Entry Interface by this date. LEAs must ship all completed kindergarten through grade two (K–2) Answer Books back to Educational Testing Service by November 16, 2020 or they will not be scored.
Please review and follow the 2019–20 Summative ELPAC Packing and Return Instructions. LEAs can download and complete the ELPAC School/Group List to organize the return of Answer Books. Completed scorable materials must be returned in the provided white return cartons to ensure materials will be routed to the correct location.

Summative ELPAC Test Materials Ordering Window Opens
LEAs can use the Test Operations Management System (TOMS) to order Writing domain testing materials for K–2, beginning November 2, 2020. To do this, navigate to the Orders > [Primary Order] tab in TOMS. Orders can be placed during the following ordering windows:
- Primary materials ordering window: November 2–December 21, 2020
- Supplemental materials ordering window: January 15–May 14, 2021
Orders placed in November will be delivered the week of December 14, 2020. Orders placed in December will be delivered the week of January 11, 2021. Please check that the shipping address in TOMS is correct prior to ordering to ensure that materials are delivered to the appropriate location. The shipping address must be a physical location; materials cannot be shipped to a post office box.
Alternate ELPAC Operational Field Test
Picture Card Orders
To support the administration of the Alternate ELPAC operational field test that will take place from January 12 through February 16, 2021, printed sets of the picture cards will be made available to LEAs. LEAs may order picture cards by grade or grade span and these will be printed and shipped at no cost to the LEA. LEA coordinators should contact each site coordinator to determine their need for picture cards as some students taking the Alternate ELPAC may not require them. More information is to come in an email to LEA ELPAC coordinators.
The Alternate ELPAC operational field test is a census field test, which means that it must be administered to all kindergarten through grade twelve students with the most significant cognitive disabilities, up to twenty-two years of age, who have an English Language Acquisition Status of English learner and have been determined eligible to take alternate assessments by an individualized education program team.
The Alternate ELPAC is intended to replace locally determined alternate assessments for the Summative ELPAC. The Alternate ELPAC will also provide, for the first time, a consistent, standardized measurement of English language proficiency across the state for students with the most significant cognitive disabilities.

Upcoming Office Hours for the Summative and Alternate ELPAC ASTs
Beginning in November, weekly office hours will be held—via Zoom—to answer test administration questions for both the Summative ELPAC and the Alternate ELPAC. Questions can be submitted through Moodle, and the Zoom link can be accessed within the Moodle Training Site. These office hours will be held from 1:00 p.m. to 2:00 p.m. on the following dates:
- November 5–General ELPAC
- November 19–ALT ELPAC
- December 3–General ELPAC
- December 10–ALT ELPAC
- January 7–ALT ELPAC
- January 14–General ELPAC
Alternate ELPAC Training Test
The Alternate ELPAC Training Test is now available to begin preparing students and LEA staff for the operational administration of this new assessment! The training test is available via the Online Practice and Training Tests web page. This is the first opportunity for educators to have a look and interact with this ground-breaking assessment. The training test contains items similar to those that will be included on the Alternate ELPAC operational assessments. Remember, the training test does not mirror the full length of the Alternate ELPAC practice and operational tests but does include the various item types that are expected to be available on the operational tests. As with the operational assessments, DFAs must be used to administer the training test. The training test DFAs are located on the Practice and Training Test Resources web page on the ELPAC website.
Educator Opportunities for the ELPAC and Alternate ELPAC
New opportunities for the ELPAC and Alternate ELPAC are available on the ELPAC and Alternate ELPAC Opportunities to Get Involved web page. Special Education teachers who will administer the Alternate ELPAC operational field test—We need your help. The Alternate ELPAC Standard Setting Meeting will be held in two sessions: February 17–19, 2021, for K–2; and February 22–24, 2021, for grade levels three through twelve. This is a very important meeting where participants will make threshold-score recommendations for each performance level on the Alternative ELPAC.
