This communication includes information about the Initial, Summative, and Alternate ELPAC.
Urgent Reminders
October 5: CBEDS Reminders
For newly enrolled students to be included in the 2022–23 Unduplicated Pupil Count used to determine funding for the supplemental and concentration grants under the Local Control Funding Formula, students must complete the entire Initial ELPAC (all four domains) or Initial Alternate ELPAC on or before Census Day, which is October 5, 2022. For more information regarding Census Day, visit the California Basic Educational Data System (CBEDS) website.
October 28: ELPAC Item Review Meeting Application Deadline
Educators are encouraged to apply to participate in the ELPAC Item Review Meeting to be held virtually after school hours in winter 2023. If you are interested in applying, please contact the ELPAC Project Team by phone at 916-228-2682 or by email at edopportunities@scoe.net.
Upcoming Dates
October 15: Summative ELPAC Form Assignments
Form assignments for the 2022–23 Summative ELPAC administration will be available on the ELPAC Forms Assignment web page by October 15. Use the lookup tool to identify which form number the LEA has been assigned. In some cases, a large LEA will be assigned to multiple forms; these will be displayed accordingly.
October 17: Summative ELPAC AST Opens
The statewide Summative ELPAC Administration and Scoring Trainings (ASTs) will be available online in the Moodle Training Site (Moodle) beginning October 17, 2022. Moodle keys will be available on the AST website starting on October 14, 2022. Starting with the 2022–23 test administration year, training binders are fully digital and will no longer be available to order.
November 1: Summative ELPAC Ordering Windows
The Summative ELPAC is a computer-based assessment, with students in kindergarten through grade two taking the Writing domain using paper–pencil testing forms. The primary materials ordering window opens in Test Operations Management System (TOMS) on November 1 and closes on December 19, 2022.
November 1: Summative Alternate ELPAC AST Opens
The statewide Summative Alternate ELPAC ASTs will be available online in Moodle beginning November 1, 2022. Moodle keys will be available on the AST website starting on October 14, 2022. Starting with the 2022–23 test administration year, resources are available digitally in Moodle .

October 11: Coffee Session, 2–3 p.m.

to submit questions, request demonstrations, or share a best practice.
October 13 and November 1: Introduction to CERS for Teachers
This two-hour online training offered in October and again in November will engage attendees in the California Educator Reporting System (CERS) and will cover everything from an overview of CERS features and assessment results to resources to support classroom instruction. October 18–20: California Assessment Conference
The learning goal of this year's conference is "Partners in Progress: Harnessing the Power of Student Assessment." Classroom educators and site administrators will select from over 80 sessions presented by educators from across California, hear from outstanding keynote presenters, participate in question and answer sessions with the California Department of Education, and receive valuable updates on California's assessments. For those who cannot attend in person, a condensed virtual conference will also be offered. Register now for the October 2022 California Assessment Conference .
October 25: Summative ELPAC AST Question and Answer Session, 2:30–3:30 p.m.
The Sacramento County Office of Education will hold a question and answer session via Zoom for LEA ELPAC coordinators and lead trainers to answer test administration questions for the Summative ELPAC.
October 27: New Coordinator Training Webinar #3, 3–4 p.m.
The New Coordinator Training Webinar #3 will provide a review of upcoming coordinator checklist tasks, dive into resources for student practice, and include a question-and-answer session with experienced coordinators.
November 15: Boosting Instruction with Formative Assessment and Accessibility Strategies Training
Join us for another installment of the Tools for Teachers Shared Practices Webinar Series! Each webinar in the series will feature California educators sharing how they use Tools for Teachers and related resources to support teaching and learning in the classroom.
November 17: Pretest Virtual Training Series
The two-hour session, Get to Know TOMS, will help LEA coordinators learn how to navigate TOMS proficiently, plan for completion of tasks, and submit test security incidents. Send questions in advance by submitting them on a Pretest Virtual Training Series Q&A Form . Register now

November: ELPAC The Results Are In—Now What? Modules 1–14
Modules 1 through 10 are currently available in Moodle . Modules 11 through 14 will be available in early November and will also be available in Moodle. These modules demonstrate how to use data to advance English language proficiency through high-leverage instructional sequences. Participants will use a protocol linking two of the more difficult ELPAC task types to robust classroom instruction that can be used to create ELPAC-like assessments in context. Video clips, student work, and reflections from the implementation of these practices with English learner students will be shared.
