Summative ELPAC and Summative Alternate ELPAC: Updated Student Score Data Files Now Available

Dear LEA ELPAC Coordinator:
The final results for the 2022–23 Summative ELPAC and Summative Alternate ELPAC administration are now available. LEAs can access all Summative ELPAC and Summative Alternate ELPAC results, including electronic Student Score Reports (SSRs) and the Summative ELPAC and Summative Alternate ELPAC Student Score Data File Reports, in the Test Operations Management System (TOMS) and the California Educator Reporting System (CERS)
. The 2022–23 Summative ELPAC and Summative Alternate ELPAC student data file is updated to include all student results and is now available for download in the [Reports] tab of TOMS.
Accessing the ELPAC Student Score Data File
Follow the steps outlined in the Summative ELPAC and Summative Alternate ELPAC Student Score Data File subsection in the TOMS User Guide
. Please note that the score data file for LEAs will be available in Excel format. For larger LEAs, the Excel file will be split into multiple tabs.
The student data file will be available in the [Reports] tab of TOMS. LEA users will be able to download the student data file in two report types:
- Enrolled LEA file: data on students who were enrolled in the LEA as of the date the file was created
- Tested LEA file: data on students who tested with the LEA during the 2022–23 school year (When the 2022–23 results are released to the Test Results for California's Assessments
website in October, the aggregations will reflect students who tested in the LEA.)
The Summative ELPAC and Summative Alternate ELPAC Student Score Data File contains results for all of the students eligible for the Summative ELPAC and Summative Alternate ELPAC; those who have partially tested; who have completed testing; and eligible students who have not tested, including students that moved during the window and did not reenroll in another California public school. Student results will also continue to be available through TOMS , the student information system vendor portal, and CERS
.
ELPAC Student Score Data File and Layout
The 2022–23 Summative ELPAC and Summative Alternate ELPAC Student Data File Layout is available in TOMS when users select Summative ELPAC and Summative Alternate ELPAC Student Score Data File from the Available Reports list. The student data file layout includes field descriptions, acceptable values for fields, and data sources.
Electronic SSRs
Users can access and download SSRs individually or multiple SSRS as one large file. Resources include the following:

ELPAC SSRs can be provided to parents/guardians electronically, as PDFs, through a locally provided parent or student portal or through another chosen method of local distribution. LEAs should also have a process in place for emails that bounce back to ensure that parents/guardians receive their child's SSR.
Contact the LEA's portal provider for instructions on accessing electronic SSRs. For more information about electronic SSRs, refer to the Options for Distributing SSRs section in the ELPAC Scoring and Reporting Guide

SSRs can also be printed locally. LEAs planning to send SSRs to parents/guardians should ensure the mailing address is correct and up to date.
CERS
Student results as well as preliminary aggregated results at the group, school, and LEA levels are available in CERS .
LEA ELPAC coordinators and site ELPAC coordinators can use CERS to find and view student results. Teachers should contact their site ELPAC coordinators to gain access to CERS. Only LEA ELPAC coordinators and site ELPAC coordinators can set up the student groups for teachers to access. For more information, refer to the CERS User Guide .
