This communication includes information about the Initial, Summative, and Alternate ELPAC.
Initial ELPAC Guidance for LEAs Impacted by Fires
A number of schools have been closed because of the ongoing fires ravaging communities throughout California.
Impacted LEAs requiring evacuation should contact elpac@cde.ca.gov when able to do so and provide the date of evacuation. The 30-day Initial ELPAC notification requirement will stop at that point and will be reinitiated when LEAs are able to reopen or reenroll their students into full-time instruction. If students are enrolled in a new LEA, that LEA will be responsible for administering the Initial ELPAC.
The California Department of Education (CDE) and ETS place the safety of students, their families, and school staff above all else and stand ready to provide whatever assistance is necessary to overcome these challenges.
Urgent Reminders
Initial Alternate ELPAC Test Assignment
Every eligible student identified by an individualized education program (IEP) team must be assigned to take the Initial Alternate ELPAC in the Test Operations Management System (TOMS); otherwise, eligible students will be automatically assigned to the Initial ELPAC.
Newly enrolled students must be assessed with an initial assessment within the first 30 calendar days; however, students may not have an IEP designating the student to take an alternate assessment prepared in time. In these instances, the student should be assessed with the Initial ELPAC using universal tools and designated supports as appropriate.
If the IEP team determines at a later date that the student is eligible to take alternate assessments and the student has been identified as an English learner, the student can be assigned the Summative Alternate ELPAC.
Initial ELPAC and Initial Alternate ELPAC AST LEA Certification Deadline
The 2022–23 Initial ELPAC Administration and Scoring Training (AST) and Initial Alternate ELPAC AST are available on the Moodle Training Site (Moodle) . LEAs that have not completed the training or training verification must do so prior to administration.
- The Initial ELPAC LEA certification or verification should have been completed by August 5, 2022.
- The training binder remains unchanged.
- LEAs with a new coordinator or trainer may request printed copies of the training binder on the AST
website.
- The Initial Alternate ELPAC LEA certification should have been completed by August 12, 2022.
- This is required only for LEAs with eligible students.
- Which training course an LEA needs to take is based on whether the LEA ELPAC coordinator or designee has been previously certified or is new.
Upcoming Dates
September 14: ELPAC Student Score Data File Updated
We are pleased to announce that all Summative ELPAC results for students in kindergarten through grade twelve will be available on September 14, 2022.
Results will be released in the Test Operations Management System (TOMS) and in the California Educator Reporting System (CERS)
on September 14, 2022. Student Score Reports (SSRs) will be available in TOMS and the LEA student information system vendor parent or student portal on September 15, 2022.
October 5: CBEDS Reminders
All students' English language acquisition status (ELAS) records will need to be updated in CALPADS for fall 1 reporting by the California Basic Educational Data System (CBEDS) date of October 5, 2022, to account for supplemental Local Control Funding Formula funding. LEAs must complete Initial ELPAC testing for an ELAS to be generated in TOMS, which should be reflected in CALPADS within 48 hours.
October 17: Summative ELPAC AST Opens
The statewide Summative ELPAC ASTs will be available online in Moodle beginning October 17, 2022. Moodle keys will be available on the AST website starting on the same day. Starting in the 2022–23 test administration year, training binders are fully digital and will no longer be available to order.
October 25: Summative ELPAC AST Question & Answer Session
The Sacramento County Office of Education will hold a question and answer session via Zoom for LEA ELPAC coordinators and lead trainers to answer test administration questions for the Summative ELPAC.
October 28: ELPAC Item Review Meeting Application Deadline
Educators are encouraged to apply to participate in the ELPAC Item Review Meeting to be held virtually in February 2023. If you are interested in applying, please contact the ELPAC Project Team by phone at 916-228-2682 or by email at edopportunities@scoe.net.

September 6 and 13: Matching Accessibility Resources to Students' Needs Live Training Sessions
The Matching Accessibility Resources to Students' Needs videos are available on the ELPAC Accessibility Resources Virtual Training Series web page. After watching the videos, educators can attend one of the two 60-minute live training sessions offered. These working sessions will include application strategies presented during the video series and will give you an opportunity to collaborate with other educators in breakout rooms. September 8: Pretest Virtual Training Series
The first two-hour session, Preparing for Testing, will help LEA coordinators plan for the administration of the CAASPP and ELPAC summative assessments, prepare to administer interim assessments, develop plans for data quality checks, and prepare LEA systems for testing. September 22: New Coordinator Training Webinar #2, 3–4 p.m.
This webinar provides new coordinators information on accessibility resources and the coordinator role in relation to accessibility, as well as a question and answer session with experienced coordinators.
October 18–20: California Assessment Conference
The learning goal of this year's conference is "Partners in Progress: Harnessing the Power of Student Assessment." Classroom educators and site administrators will select from over 80 sessions presented by educators from across California, hear from outstanding keynote presenters, participate in question and answer sessions with the CDE, and receive valuable updates on California's assessments. For those who cannot attend in person, a condensed virtual conference will also be offered. Register now for the October 2022 California Assessment Conference .
November: ELPAC The Results Are In—Now What? Modules 1–14
Modules 1 through 10 are currently available in Moodle . Modules 11 through 14 will be available in early November and will also be available in Moodle. These modules demonstrate how to use data to advance English language proficiency through high-leverage instructional sequences. Participants will use a protocol linking two of the more difficult ELPAC task types to robust classroom instruction that can be used to create ELPAC-like assessments in context. Video clips, student work, and reflections from the implementation of these practices with English learner students will be shared.

Ongoing Reminders
Confirm the Accuracy of Role Designations in the CSD
The TOMS superintendent role is automatically assigned to LEA superintendents and charter school administrators listed in the California School Directory (CSD). Administrators of direct funded charter schools should ensure that the person named in the Administrator field in the CSD is the primary site administrator for the school with the authority to designate such roles as LEA ELPAC coordinator.
Important: Designate LEA ELPAC Coordinators for New LEAs
Newly formed LEAs will not be able to perform necessary administrative duties, such as ordering test materials or creating testing sessions, until the LEA ELPAC coordinator is designated by the person assigned the superintendent role.
