ELPAC: 2022–23 Summative ELPAC Administration and Scoring Training Information

Dear LEA ELPAC Coordinator:
The Summative ELPAC testing window is February 1, 2023, through May 31, 2023. To prepare for this test administration, the Sacramento County Office of Education has created virtual training modules for local educational agency (LEA) ELPAC coordinators and ELPAC test examiners. The 2022–23 Summative ELPAC Administration and Scoring Training (AST) will be delivered through the Moodle Training Site (Moodle) , which opens on Monday, October 17, 2022.
Statewide LEA Certification: Statewide training is mandatory, and each LEA will be required to complete the online certification annually. LEA ELPAC coordinators and other test examiners can fulfill their training requirements by accessing the virtual training modules within Moodle . Trainers must be certified by December 5, 2022. Available resources in Moodle
include the following:
- Two certification courses (kindergarten through grade twelve or grades six through twelve) for LEA ELPAC coordinators or their designees
- Training videos and presentations
- Training quizzes and calibration quizzes
- PDF versions of the training binder
ELPAC regulations require annual training for all LEAs, even those with no English learner (EL) students. Each LEA ELPAC coordinator or a designee is required to complete the online certification course. This LEA certification meets the training requirement for the LEA. A certificate of completion will be produced upon completion of the LEA certification course. The LEA certification course will take approximately two to three hours.
An LEA that has not had any EL students in the past may either complete the certification course or enter into a Memorandum of Understanding with a neighboring LEA that has completed the certification course. If the primary LEA subsequently enrolls an EL student, the neighboring LEA will administer the Summative ELPAC.
Test Examiner Training and Calibration: The LEA ELPAC coordinator, or a designee, is responsible for overseeing test examiners' calibration progress and completion. For the Summative ELPAC, both new and experienced test examiners must calibrate annually and will be emailed a certificate of calibration upon successful completion of calibration, which they should then email to their coordinator. The Test Examiner Training and Calibration course is divided into sections specific to grade levels and grade spans. Test examiners need only calibrate the grade levels or grade spans they are administering and scoring.
Digital Training Binders: Training binders will be available in digital format in the Trainer Resource course in Moodle, and will no longer be available to order.
