ELPAC: 2023–24 Initial ELPAC AST Certification Follow-Up
ELPAC email update, August 4, 2023.
Dear LEA ELPAC Coordinator:
ELPAC regulations require annual training for the Initial ELPAC. Our records show that this LEA, <District>, has not verified or completed the 2023–24 Initial ELPAC LEA Certification course located on the Moodle Training Site (Moodle) . Every LEA—whether the LEA has enrolled students with an English Language Acquisition Status (ELAS) of To Be Determined (TBD) or not—must verify or complete the certification course for the appropriate grade level or grade span.
All LEA ELPAC coordinators, new and experienced, are required to log on to the Administration and Scoring Training (AST) website and select the [Training Verification] button, which will provide a current list of staff within the LEA who completed the Initial ELPAC training requirement. Once on the website, either check the Active box by the names of the active staff or notify the Sacramento County Office of Education (SCOE) that the LEA has a Memorandum of Understanding (MOU) in place with another LEA to provide testing, by emailing the SCOE ELPAC Project Team at elpac@scoe.net. If the LEA ELPAC coordinator or a designee is not listed as having completed the LEA certification for the Initial ELPAC, decide who will need to complete the certification now.
To log on to the AST website, the following access code is needed:

If the LEA has a new ELPAC coordinator or lead trainer who has not been trained, the LEA coordinator will be required to complete the LEA certification. LEA ELPAC coordinators and other test examiners can fulfill their training requirements by accessing the virtual training modules in Moodle . If the LEA does not have any students with an ELAS of TBD, the LEA can enter into an MOU with a neighboring LEA that has agreed to train test examiners and administer the Initial ELPAC in the event that the first LEA has a student who enrolls requiring Initial ELPAC testing. LEAs should send an email to SCOE at elpac@scoe.net
to confirm the MOU with the neighboring LEA. The MOU should also confirm the neighboring LEA has completed Initial ELPAC training. LEA ELPAC coordinators who represent multiple LEAs should send an email to SCOE at elpac@scoe.net so that the LEAs can be linked for training coverage.
