Computer-based Initial ELPAC Reminder: LEAs Participating in RSVP

Dear LEA ELPAC Coordinator:
The California Department of Education has selected your LEA to participate in the Rotating Score Validation Process (RSVP) for the 2023–24 Initial ELPAC administration. Please refer to the Rotating Score Validation Process for the Initial ELPAC web page and the Computer-based Initial ELPAC: LEAs Participating in RSVP email on the ELPAC website for more information.
The 2023–24 Initial ELPAC administration window opened on July 5, 2023, and continues through June 28, 2024. LEAs must administer the Initial ELPAC to all eligible students within 30 calendar days and ensure completion of all four domains. Within 24 hours after all domains have been administered and scored, the official Student Score Reports (SSRs) will be available in the Test Operations Management System (TOMS) .
Returning Material
Instructions
LEAs will return specified material used during the RSVP to ETS as described in the Initial ELPAC RSVP Return Instructions document attached with this email and included in the LEA ELPAC coordinator and site ELPAC coordinator kits that accompany the primary order. In addition, LEAs can request a copy of instructions via their assigned Success Agent.
Dates
The following Material Return Dates table lists both the Pre-ID label ship dates and the final dates to return material to ETS. The pre-ID labels ship to the LEA automatically.

Reminder: Order Testing Materials
The following Material Ordering Dates table lists both ordering and delivery dates. A key LEA responsibility is ensuring all necessary testing materials have been ordered. Keep the following in mind to ensure a smooth ordering process:
- Order testing materials within the supplemental order window if not ordered during the primary order window.
- Supplemental material ordering is ongoing and done in TOMS
. Delivery of the materials will occur within 10 to 14 business days after the order is placed.

Reminder: Keep Records at the LEA Level
LEAs should keep careful records of any materials returned to ETS.
- Photocopy the score sheets on the back page of the student's Writing Answer Book for the LEA's records before preparing to ship materials to ETS.
- Consider the option for LEA ELPAC coordinators to download the ELPAC School Group List web document. It is useful for tracking and as a reference for both the LEA and ETS as to what is being returned in each shipment.
