ELPAC email update, June 2, 2022.

Dear LEA CAASPP Coordinator, LEA ELPAC Coordinator, CAASPP Test Site Coordinator, or Site ELPAC Coordinator:

This email provides the following information to assist coordinators in wrapping up 2021–22 test administrations:

• Completion Status Reporting System
• Students No Longer Enrolled but Displaying on Reports
• Inactive Students Displaying on Reports
• Parent/Guardian Exemptions

Completion Status System

The Completion Status System allows authorized users to view test status, progress information, and completion data for students taking part in the California Assessment of Student Performance and Progress (CAASPP) and English Language Proficiency Assessments for California (ELPAC). Local educational agency (LEA) coordinators can generate completion status reports for all students within the LEA. The system allows users to filter the information before creating a report. The Completion Status System provides more real-time data than the Completion Status Reports downloaded from the Test Operations Management System (TOMS) .

Participation Rates and Accountability

The test completion rates provided via the Completion Status System do not reflect the English language arts/literacy and mathematics participation rates that are calculated separately for accountability purposes. The rules used to determine the participation rates can be accessed in the California School Dashboard Technical Guide ; the specific differences between completion rates and participation rates can be found on page 44. In addition, the guide contains answers to the participation rate questions identified throughout this communication and expressed by many LEAs. Students No Longer Enrolled but Displaying on Reports

LEAs are reporting that students who are no longer enrolled are displaying on completion status reports downloaded from TOMS, and that students who have left the LEA prior to testing are still showing in the completion status report as needing to be assessed. This is a result of the delays in updating information in TOMS from the California Longitudinal Pupil Achievement Data System (CALPADS). As updates to CALPADS occur, student records are corrected in TOMS; currently, however, these updates are not happening as quickly as would normally occur when automated.

Note that students who were not part of the LEA during a site's CAASPP testing window will not be part of the LEA's participation numbers, including early-graduating twelfth graders for science assessments. For the ELPAC, students who were exited from the LEA during the testing window but have not enrolled in another public school in California will remain on the completion reports of the last enrolled LEA.

Students No Longer Enrolled but Listed in TOMS as "Inactive"

Students who are no longer enrolled in the LEA but have not enrolled in another California public school will remain in the LEA and in TOMS as "inactive." These students may be counted as part of accountability based on the rules in the previously mentioned California School Dashboard Technical Guide , on pages 44 through 56. Parent/Guardian Exemptions for the CAASPP

No Appeal is needed if a student who has a parent/guardian exemption (PGE) is accidentally administered the exempted assessment. TOMS will allow the student's record to be marked as PGE on the student's [Score Status] tab as long as the student has not submitted both the computer adaptive test and the performance task for that content area. State regulations require a student who completes an assessment prior to the parent/guardian request for an exemption will have the test scored and an SSR produced. Any student who is registered for CAASPP and does not test because of a Parent/Guardian exemption counts as not tested and will impact the participation rate for accountability.
