This communication includes information about the Initial, Summative, and Alternate ELPAC.
Urgent Reminders
Initial Alternate ELPAC Test Assignment
The Initial Alternate ELPAC opens on July 5, 2022. Every eligible student must be assigned to take the Initial Alternate ELPAC in the Test Operations Management System (TOMS). Because a newly enrolled student must be assessed with an initial assessment within the first 30 calendar days, the student may not have an individualized education program (IEP) designating the student to take an alternate assessment prepared in time. In these instances, the student should be assessed with the Initial ELPAC with universal tools and designated supports as appropriate. If the IEP team determines at a later date that the student is eligible to take alternate assessments and the student is identified as an English learner, the student should be assigned the Summative Alternate ELPAC.
Upcoming Dates
June 10: Alternate ELPAC Operational Field Test Post-Test Survey
Please participate in the 2021–22 Alternate ELPAC Operational Field Test Post-Test Survey . The survey will remain open through June 10, 2022.
June 15: Final Return Date for K–2 Writing Answer Books
The final date to return completed Summative ELPAC kindergarten through grade two (K–2) Writing Answer Books to ETS for scoring is June 15, 2022. K–2 Writing Answer Books shipped after this date will not be processed.
June 30: Complete All Domains for the Initial ELPAC
Students who do not submit all four domains and complete Initial ELPAC testing during this administration will be required to take all four domains again in the new year in their new grade level. Ensure all four domains are submitted before June 30, 2022, for each student to receive a Student Score Report (SSR) for the Initial ELPAC. This includes entering K–12 Speaking and K–2 Writing scores into the Data Entry Interface and scoring the Writing domain for grades three through twelve in the Teacher Hand Scoring System (THSS)
.
Reports that provide information on which students are missing completed domains and which students need their THSS entries scored can be accessed from the [LEA Reports] tab in TOMS .
An Appeal must be filed a week before the end of the testing window. Once the testing window closes, students cannot resume testing. Submit any Security and Test Administration Incident Reporting System cases to reopen or reset tests, if applicable.

June 1–30: New ELPAC Coordinator Training
The New ELPAC Coordinator Training is held locally by county office of education partners. The training explains the responsibilities of the ELPAC coordinator, offers suggested time frames for completing activities, and explores procedures and practices to support a successful ELPAC administration. Although the training is geared toward coordinators new to their role, it can also be beneficial for coordinators who want a refresher and to learn about the new upcoming assessments, such as the Initial Alternate ELPAC and the Summative Alternate ELPAC.
June 1: Initial Alternate ELPAC AST and Picture Cards
The Initial Alternate ELPAC Administration and Scoring Training (AST) opens today, June 1, 2022. Training is required only for LEA ELPAC coordinators who have eligible students. The training contains information on how to identify potential English learner students, track completion, and handle reporting. Additional information was sent in an email on May 17, 2022, to LEA ELPAC coordinators.
Initial Alternate ELPAC picture cards can be ordered on the AST website beginning June 1, 2022. Shipments will begin June 15, 2022.
June 9: CAASPP and ELPAC Post-Test Webinar, 1:30–3 p.m.
LEA ELPAC coordinators should register for and attend the 2021–22 CAASPP and ELPAC Post-Test Webinar for information regarding access and use of the results at their respective LEAs and school sites.
June 10: Coffee Sessions, 2–3 p.m.
This June 2022 Coffee Session will focus on topics related to CALPADS and to preparing to test students taking the Initial ELPAC and the Initial Alternate ELPAC. LEA CALPADS coordinators are encouraged to join. Use the 2021–22 Coffee Session Content Request Form to submit questions, request demonstrations, or share a best practice.
July 12: Introduction to CERS, 1–4 p.m.
LEA coordinators, site coordinators, and other LEA staff who have a California Educator Reporting System (CERS) administrator role can attend the Introduction to CERS training to learn how to access results for the Summative ELPAC. This training will include a section on managing users and an optional lab on rostering.

Ongoing Reminders
SSR Electronic Distribution
Ensure SSRs are populated in the student information system for the correct students in a timely manner, as outlined on the SSR Options web page. Ensure that the SSRs are properly displayed, that parents and guardians can access the SSRs, and that they can access only the scores for their own children.
Initial ELPAC AST
The mandatory 2022–23 Initial ELPAC AST available in the Moodle Training Site (Moodle) includes new and improved content and organization based on feedback from the field. The training binder remains unchanged. LEAs with a new coordinator or trainer may request printed copies of the training binder on the AST
website.
