ELPAC: Summative Testing Window Closes May 31, 2023
ELPAC email update, May 15, 2023.
Dear LEA ELPAC Coordinator:
Summative ELPAC and Summative Alternate ELPAC Testing Window Closing Soon
As we near the end of the Summative ELPAC and Summative Alternate ELPAC testing window on May 31, 2023, the CDE and ETS want to thank all of the LEAs for their diligence with testing so far this year. We ask LEA coordinators to ensure that all four domains are submitted for the Summative ELPAC and all tests for the Summative Alternate ELPAC are completed for each student. Note: Summative ELPAC Speaking scores for all grade levels must be entered into the Data Entry Interface (DEI) by the May 31 deadline. Domains started and not completed will be submitted at the end of the testing window. All second scoring data entry must also be completed for the Summative Alternate ELPAC by the May 31 deadline. Additionally, completed Summative ELPAC K–2 Writing Answer Books must be sent to ETS by the final pickup date on June 16, 2023.
The ELPAC Student Completion Status Report , updated daily at 8 a.m., will provide information to the LEA on which students are missing completed domains or tests. LEAs that completed MIDs may have affected their completion rates as some domains will be applied to the previous SSID. Please work with site coordinators to ensure students who are marked as not completed are not tested using a retired SSID. Results for a student who completed testing using a now-retired SSID will merge automatically with the new SSID.
Reclassification
For those students meeting reclassification criteria during the Summative ELPAC or Summative Alternate ELPAC window, we recommend that LEAs complete reclassification submissions to CALPADS by May 19, 2023, to ensure that the students' English language acquisition status will be updated in TOMS on or before May 31, 2023.
- English learner (EL) students who tested three or fewer domains on the Summative ELPAC or did not start testing on the Summative Alternate ELPAC will be excluded from aggregated reporting, and no Student Score Reports (SSRs) will be generated if reclassified before the end of the testing window.
- EL students who tested all four domains on the Summative ELPAC but then reclassified during the testing window will be included in aggregated reporting, and SSRs will be generated. If an LEA wishes to exclude these students from aggregated reporting and SSRs, then a Security and Test Administration Incident Reporting System (STAIRS) case for each domain must be submitted on or before May 31, 2023, to reset the test, as the students are no longer eligible for testing.
- EL students who completed testing on the Summative Alternate ELPAC will be included in aggregate reporting, and SSRs will be generated unless a STAIRS case is submitted on or before May 31, 2023, to reset the test after reclassifying.
- It is also recommended that LEAs do a thorough check of all Incorrect SSID Used swap cases to ensure processing. LEA coordinators should send any required information for still-pending swap cases to their Success Agents to ensure all correct testing info will be swapped to the correct student. If no action is taken by the LEA, it may result in students with incomplete tests.
STAIRS
It is recommended that LEAs submit all STAIRS cases by May 24, 2023, to ensure that cases are approved with adequate time to allow students to complete testing by May 31, if necessary.
Return Completed Summative ELPAC K–2 Writing Materials
Test materials for the K–2 Writing domain should be returned upon completion.
The last date for pickup is June 16, 2023, meaning materials must leave the LEA to be sent to ETS on or before June 16, 2023. Ensure you have proper tracking information. Scannable test materials must be returned in the white return cartons provided.
When returning Answer Books, LEAs have the option to download and complete the ELPAC School Group List to serve as a reference for the LEA as to what is being returned in each shipment. It is recommended that LEAs keep a copy of this document for their records to track the test materials being returned to ETS.
If additional white return cartons are needed, contact the LEA's assigned LEA Success Agent . Visit the California Outreach
web page for other support options.
Sincerely,
California Outreach Team
