Urgent Reminders
STAIRS
It is recommended that LEAs submit all Security and Test Administration Incident Reporting System (STAIRS) cases by May 24, 2022, to ensure that cases are approved with adequate time to allow students to complete testing by May 31, 2022.
Reclassification
For those students meeting reclassification criteria during the Summative ELPAC window, we recommend that LEAs complete reclassification submissions to CALPADS by May 16, 2022, to ensure that the students' English language acquisition status will be updated on or before May 31, 2022.
- Reclassified students who completed fewer than four domains will be excluded from aggregated reporting, and no Student Score Reports (SSRs) will be generated.
- Reclassified students who completed all four domains will be included in aggregated reporting, and SSRs will be generated. If an LEA wishes to exclude these students from aggregated reporting and SSRs, then a STAIRS case must be submitted on or before May 31, 2022, to reset the test, as the students are no longer eligible for testing.
Alternate ELPAC Operational Field Test Window Closes May 31
The Alternate ELPAC operational field test window is closing on May 31, 2022. All eligible students must take the Alternate ELPAC operational field test. Eligibility is determined by the student's individualized education program team.
The California Department of Education is urgently seeking LEAs to administer the Alternate ELPAC to English only (EO) students with the most significant cognitive disabilities. To ensure that the test is a fair and valid measure of student English language proficiency, it is essential that EO students are included in the Alternate ELPAC administration. LEAs are encouraged to reach out to their current test examiners who have administered the Alternate ELPAC to their English learners and ask them whether they can administer to one of their EO students. LEAs will be provided a stipend of $150 per registered EO student tested. Email elpac@scoe.net for more information on how to participate.
Prepare for SSR Electronic Distribution
Collaborate with technology personnel to ensure that connections between the local student information system (SIS) and the Test Operations Management System (TOMS) are active, which will result in SSRs populating for the correct students in a timely manner, as outlined on the SSR Options web page. Ensure that the reports are properly displayed, that parents and guardians can access the report, and that they can solely access scores for their own student. The SIS vendor credentials have a 365-day expiration rule. If needed, regenerate credentials for the SIS to securely connect to TOMS.
Upcoming Dates
May 6: Initial ELPAC Writing Test Materials Order
LEAs will use TOMS to order Initial ELPAC Writing domain testing materials for K–2. The last day to place primary orders for 2022–23 Initial ELPAC test materials is May 6, 2022.
May 6 and 20: Return K–2 Writing Answer Books
The next dates to request a pickup of completed K–2 Writing Answer Books for returning to ETS for scoring are May 6 and 20, 2022. For a list of all pickup dates, please refer to the List of Key Dates table. The sooner LEAs return K–2 Writing Answer Books, the sooner ETS is able to complete the quality-control process to release SSRs.

May 3: Initial ELPAC What's New Overview, 2:30–3:30 p.m.
LEA staff responsible for ELPAC training should attend the 2022–23 Initial ELPAC What's New Overview Question and Answer Session on May 3, 2022. Questions can be submitted beforehand through Moodle , and registration is not required.
May 13: Coffee Sessions, 2–3 p.m.
This May 2022 Coffee Session will focus on topics regarding preparing for alternate assessments, such as creating addendums and reviewing individual education programs. Special education coordinators are encouraged to join. Use the 2021–22 Coffee Session Content Request Form to submit questions, request demonstrations, or share a best practice.
June 9: Post-Test Webinar, 1:30–3 p.m.
Register and attend the 2021–22 CAASPP and ELPAC Post-Test Webinar for information regarding the access and use of the CAASPP results at their respective LEAs and school sites.
June 10: Coffee Sessions, 2–3 p.m.
This June 2022 Coffee Session will focus on CALPADS related topics and preparing to test Initial ELPAC students. CALPADS coordinators are encouraged to join.
June 1: Initial Alternate ELPAC AST
The Initial Alternate ELPAC Administration and Scoring Training (AST) will open June 1, 2022. Training is required only for LEA ELPAC coordinators. LEAs will be able to order picture cards when the Initial Alternate ELPAC AST opens. More information on accessing the Initial Alternate ELPAC AST will be emailed to coordinators this month.

Ongoing Reminders
Complete All Domains for the Initial ELPAC
All domains must be submitted for each student to receive a score report on the Initial ELPAC. The ELPAC Student Completion Status Report will provide information on which students are missing completed domains. The Initial ELPAC Teacher Hand Scoring System (THSS) Summary Report
will provide information on which students need their THSS entries scored. Both reports can be accessed from the [LEA Reports] tab in TOMS
.

Summative ELPAC Administration Continues
The Summative ELPAC test administration window is February 1 through May 31, 2022. Before administering this assessment, test examiners should
- complete the Summative ELPAC Speaking certification in Moodle
for the grade levels or grade spans they are administering, and
- access the Directions for Administration corresponding to the LEA's forms assignment.
Initial ELPAC AST
The mandatory statewide Moodle training for the 2022–23 Initial ELPAC administration includes new and improved content and organization based on feedback from the field. The training binder remains unchanged. LEAs with a new coordinator or trainer may request printed copies of the training binder on the AST
website.
Alternate ELPAC Operational Field Test Post-Test Survey
Feedback from the field is used to continuously improve assessments and implement suggested changes. We invite you to participate in the Alternate ELPAC Operational Field Test Post-Test Survey after the test has been administered to all eligible students. The survey will remain open through June 10, 2022. Targeted reminders will be sent to LEA ELPAC coordinators and site ELPAC coordinators when the LEA completes testing for all eligible students.
