CAASPP and ELPAC: Students Needing Changes to Alternate Testing Assignments

Dear LEA CAASPP Coordinator or LEA ELPAC Coordinator:
ETS has received a large number of questions pertaining to student eligibility for the CAASPP alternate assessments with the general Summative ELPAC; or CAASPP general assessments with a locally determined alternate English language proficiency assessment (in lieu of the postponement of the Alternate ELPAC Operational Field Test).
As it stands today, a student can be assigned in the Test Operations Management System (TOMS) to take only alternate assessments or only general assessments. ETS understands that, in some instances, an LEA may choose to administer the Summative ELPAC to English learner (EL) students who have been designated in an individualized education program (IEP) to take an alternate assessment, because the Alternate ELPAC is not available during the current test administration. In other instances, an LEA may designate in an IEP for the student to take the CAASPP alternate assessment and the Summative ELPAC. Finally, a student might be assigned to the alternate assessment for ELPAC but need to take the general assessments for CAASPP.
After listening to LEAs and then consulting with the CDE, ETS will be updating TOMS so that an EL student who is eligible to take CAASPP alternate assessments can also be assigned to take the Summative ELPAC. ETS is currently testing eligibility changes and will be making this combination of tests available to LEAs no later than May 1, 2021. EL students who are assigned to take alternate assessments in TOMS will automatically be eligible to take the Summative ELPAC. LEAs will have a choice of giving these students the Summative ELPAC or continuing with the locally determined alternate.
Additional information and instructions regarding this new initiative will be sent prior to May 1. LEAs should schedule these students for testing after May 1 and prior to July 30.
