Computer-based Initial ELPAC: LEAs Participating in RSVP

Dear LEA ELPAC Coordinator:
Every year, approximately 10 percent of LEAs are identified to participate in the Rotating Score Validation Process (RSVP) for the Initial ELPAC. This process assists in producing item statistics, validating scores, and providing technical assistance for scoring. The LEA, {{LEA}}, has been identified by the California Department of Education to participate in the RSVP for the 2023–24 Initial ELPAC.
Please note: {{LEA}} was selected in 2022–23 and is being selected for the 2023–24 administration year because ETS does not have a record of materials returned for the LEA.
The computer-based 2023–24 Initial ELPAC administration begins on July 5, 2023, and ends on June 30, 2024. More information will be provided as the 2023–24 Initial ELPAC administration window approaches. At this time, only the selected LEAs need to take the following action:
Order Computer-based Kindergarten Through Grade Two Initial ELPAC Test Materials
RSVP LEAs must order new testing materials through the Test Operations Management System 
. Testing materials from prior years cannot be used for RSVP.
The following are the Initial ELPAC test materials ordering window dates:
