ELPAC: 2023–24 Initial ELPAC AST Information

Dear LEA ELPAC Coordinator:
The 2023–24 Initial ELPAC Administration and Scoring Training (AST) will continue to be provided in a virtual format. The virtual training modules will be delivered through the Moodle Training Site (Moodle) and will open on Monday, April 24, 2023.
The Initial ELPAC testing window is July 5, 2023, through June 30, 2024. To prepare for this test administration, the Sacramento County Office of Education (SCOE) has created virtual training modules for LEA ELPAC coordinators and ELPAC test examiners.
Statewide LEA Certification
Statewide training is mandatory. All LEA coordinators, new and experienced, will be expected to log on to the AST website after April 24, 2023, and select the [Initial ELPAC Training Verification] button. This will provide a current list of staff within the LEA who have completed the LEA training requirement. If the LEA has current staff on the verified list, the LEA coordinator will certify the LEA completion status.
For 2023–24, experienced LEA coordinators do not need to repeat the LEA certification course, only verify LEA certification. After the Moodle training opens, the list will be updated weekly and will include trainee names, dates of completion, and the title of the training completed.
It is highly recommended that experienced ELPAC coordinators watch the new 2023–24 Initial ELPAC: What's New video, and attend the Initial ELPAC What's New Overview Question and Answer Session via Zoom on May 8, 2023, from 2:30 to 3:30 p.m. During this session, SCOE will overview the significant updates, and answer test administration and scoring questions for the Initial ELPAC. If an LEA has a new ELPAC coordinator or lead trainer who has not been trained, the Initial ELPAC LEA certification course must be completed. New LEA ELPAC coordinators can fulfill their training requirements by accessing the virtual training modules within Moodle .

Test Examiner Certification
The LEA ELPAC coordinator, or a designee, is responsible for overseeing test examiners' calibration progress and completion. For the Initial ELPAC, new and experienced test examiners must calibrate annually; a certificate of calibration is available upon successful completion. The Initial ELPAC Examiner Training and Calibration course has been updated with new student response videos. Test examiners need to calibrate only for grade levels and grade spans of the Speaking and Writing tests they are administering and scoring.
Accessing Moodle Keys and Resources
Using Moodle requires LEA ELPAC coordinators, trainers, and test examiners to set up individual user accounts and have enrollment keys. The LEA ELPAC coordinator is the only person with access to the LEA Moodle enrollment keys and is responsible for distributing these keys to the appropriate staff. On April 24, 2023, the LEA ELPAC coordinator will receive the access code for the AST website to log on and then select the [Initial ELPAC Moodle Training Site] button. After logging in, the coordinator will be able to locate the Initial ELPAC Moodle enrollment keys, request LEA trainer Moodle reporting access, and download the Moodle User Account Template. Users who have already established a Moodle account do not need to create a new account.
Digital Training Binders
Training binders will be available in digital format in the Trainer Resources courses in Moodle and will not be available to order. If you currently have a printed version, you may continue to use it. The new digital version can be downloaded by section or in its entirety. The digital version has been updated for accessibility and now includes trainer notes.
