ELPAC: 2022–23 Initial ELPAC Administration and Scoring Training Information

Dear LEA ELPAC Coordinator:
The 2022–23 Initial ELPAC Administration and Scoring Training (AST) will be provided in a virtual format. The virtual training modules will be delivered through the Moodle Training Site (Moodle) and will open on Monday, April 25, 2022.
The Initial ELPAC testing window is July 5, 2022, through June 30, 2023. To prepare for this test administration, the Sacramento County Office of Education (SCOE) has created virtual training modules for LEA ELPAC coordinators and ELPAC test examiners.
Statewide LEA Certification
Statewide training is mandatory. All LEA coordinators, new and experienced, will be expected to log on to the AST website and select the [Training Verification] button. This will provide a current list of staff within the LEA who have completed the LEA training requirement. If the LEA has current staff on the verified list, the LEA coordinator will certify the LEA completion status. Experienced LEA coordinators do not need to repeat the LEA certification course, only verify LEA certification. The list will be available upon the opening of Moodle training on April 25, 2022. After the Moodle training opens, the list will be updated weekly and will include trainee names, dates of completion, and the title of the training completed.
If an LEA has a new ELPAC coordinator or lead trainer who has not been trained, the LEA certification must be completed. New LEA ELPAC coordinators can fulfill their training requirements by accessing the virtual training modules within Moodle .

Test Examiner Certification
The LEA ELPAC coordinator, or designee, is responsible for overseeing test examiners' calibration progress and completion. For the Initial ELPAC, both new and experienced test examiners must calibrate annually and will be emailed a certificate of calibration upon successful completion. The Initial ELPAC Examiner Training and Calibration course has been updated with training activities separated from calibration activities. All Speaking and Writing training quizzes have been updated with new training vignettes modeled after the Summative ELPAC. Test examiners need to calibrate only for Speaking and Writing items in the grade levels and grade spans they are administering and scoring.
Training Binder
The training binder remains unchanged and can continued to be used for the 2022–23 administration. Only LEAs with a new coordinator or lead trainer will need to order a training binder. Training binders are available in PDF format for download within Moodle. Starting March 14, 2022, an LEA ELPAC coordinator may request printed copies of the Initial ELPAC AST binder to be shipped by completing the online request process and including the address(es) where the training binder(s) will be received. Each address may be different from the address listed for the LEA and can be a home address. An LEA ELPAC coordinator may request to receive the training binders on the AST website . To place a request, a logon is needed with the following LEA access code:
ELPAC access code for <LEA NAME>: XXXXXXXX
Upon logging on, select the [Initial ELPAC Binders] button. Then, complete the shipping information for each binder being requested or mark the Opt Out option for no binder.
Accessing Moodle Keys and Resources
Using Moodle requires LEA ELPAC coordinators, trainers, and test examiners to set up individual user accounts and have enrollment keys. The LEA ELPAC coordinator is the only person with access to the LEA Moodle enrollment keys and is responsible for distributing these keys to the appropriate staff. On April 25, 2022, the LEA ELPAC coordinator can log on and then select the [Initial Moodle Training Site] button. After accessing the LEA's Initial ELPAC Moodle enrollment keys, request LEA trainer Moodle reporting access and the Moodle User Account Template. Users who have already established a Moodle account for the 2021–22 Summative ELPAC or the 2021–22 Initial ELPAC do not need to create a new account.
