CAASPP and ELPAC: Designate LEA CAASPP and ELPAC Coordinators for the 2023–24 School Year

Dear LEA Superintendent, Charter School Administrator, LEA CAASPP Coordinator, or LEA ELPAC Coordinator:
LEA superintendents and direct funded charter school administrators who are listed in the California School Directory are responsible for designating an LEA CAASPP coordinator and an LEA ELPAC coordinator in the Test Operations Management System (TOMS)
for the upcoming 2023–24 school year.
The deadlines to designate LEA coordinators for the 2023–24 school year are as follows:
- ELPAC: April 1, 2023
- CAASPP: July 1, 2023
When designating coordinators, a primary coordinator should be selected for both CAASPP and ELPAC. Instructions on how to designate coordinators and how to select primary coordinators can be found in the Designate Users: Overview section of the TOMS User Guide

Administrators of direct funded charter schools should ensure that the person named in the Administrator field in the California School Directory is the primary site administrator for the school with the authority to designate such roles as LEA CAASPP or ELPAC coordinator. If you are not the appropriate person to designate an LEA coordinator, work with the County-District-School (CDS) coordinator for the LEA to update the Administrator field in the California School Directory so it contains the name of the individual who has authority as the primary site administrator.
