Action Needed—Designate LEA coordinators for the 2021-22 Administration
CAASPP and ELPAC email update, February 1, 2021.
Dear LEA Superintendent:
You are receiving this email because you are listed as the superintendent or charter school administrator in the California School Directory.
You should have received an automated email from ca-assessments@ets.org with instructions for either renewing or setting up a user account within the Test Operations Management System (TOMS) . If you have not received an email, please check your spam email folder and make sure the ca-assessments@ets.org email address is whitelisted. This user account provides access to functions in TOMS that allow the designation of local educational agency (LEA) coordinators for the 2021–2022 ELPAC and CAASPP administration.
Updates to the Superintendent Designation Process
- The ability to designate an LEA coordinator for both the CAASPP and ELPAC administrations is available now.
- The deadline to designate an LEA ELPAC coordinator is April 1, 2021.
- The deadline to designate an LEA CAASPP coordinator is July 1, 2021.
- As the superintendent or charter school administrator, you may designate yourself as the LEA coordinator.
Assigning an Existing LEA CAASPP or ELPAC Coordinator for the 2021–22 Administration Year
Follow these steps to assign one or more existing LEA coordinators as the 2021–22 LEA coordinator.
- Log on to TOMS
as the Superintendent for the 2021–22 administration year.
- Select the [Users] tab in the top navigation bar.
- Select the [Designate Users] tab on the action bar.
- Select [CONTINUE].
- View the list of existing coordinator(s).
- Select the [HERE] link. The Grant LEA Coordinator role (2021–22) pop-up box is displayed.
- Using the check boxes displayed in the pop-up, select one primary user for each assessment area. Each list can have only one primary coordinator.
- Select [SAVE] on the pop-up.
- Select the Primary checkbox in the 2021–22 column to designate the user as the primary coordinator for 2021–22.
- Select the New checkbox in the 2021–22 column to indicate that a coordinator is new or has been in the coordinator role for less than 12 months.
- Select [SAVE] to save the 2021–22 LEA coordinator designation(s).
Designate Yourself as the LEA coordinator
Follow these steps if you intend to designate yourself as the LEA coordinator for 2021–22:
- Select the [Profile] icon from the top right portion of the screen, above the top navigation bar.
- Navigate to the Self-Assignment for Superintendents section.
- Select the checkbox next to "Make myself an LEA CAASPP/ELPAC coordinator at [LEA] for 2021–22" for either the LEA CAASPP or LEA ELPAC Coordinator Role.
- Select [UPDATE].
Adding Additional Contact Information
Enter contact information for a technology coordinator or a special education coordinator, if applicable. This contact information will be used to ensure these coordinators receive any communications specific to technology or special education.
Follow these steps to provide contact information for a technology or special education coordinator in TOMS :
- Select the [Users] tab from the top navigation bar.
- Select the [Designate Users] tab on the action bar.
- Select the [Contact Type] section tab.
- View the list of existing contacts; edit or delete as needed.
- Select the [ADD NEW CONTACT] button to create a new contact.
- Select Technology Coordinator or Special Education Coordinator in the Contact Type drop-down list.
- Enter the user's contact information.
- Select [SAVE].
- Repeat these steps to enter contact information for another technology coordinator or special education coordinator.

Administrators of direct funded charter schools should ensure that a person named in the Administrator field in the California School Directory is the primary site administrator for the school with the authority to designate such roles as LEA CAASPP or ELPAC coordinator. If you believe you are not the primary administrator, nor the appropriate person to designate an LEA coordinator, work with the appropriate person at the LEA to update the Administrator field in the California School Directory
so it contains the name of the individual who has authority as the primary site administrator.
