User Roles in the Test Operations Management System (TOMS)
Note the following about assigning user roles in TOMS:
- The local educational agency (LEA) ELPAC Coordinator role is designated by the LEA’s superintendent only.
- The Site ELPAC Coordinator role is assigned in TOMS only by an LEA ELPAC Coordinator.
- All other roles can be set by an LEA ELPAC Coordinator or Site ELPAC Coordinator in TOMS.
- Values in the Role column must be matched exactly if you are submitting your users via template.

System Access Through TOMS
|LEA ELPAC Coordinator||At the LEA level, manages the overall testing process. Responsible for ensuring that correct testing procedures have been followed and that test materials are kept in a locked, secure area at all times. In addition, the LEA ELPAC Coordinator ensures that all Test Examiners are trained and certified to administer the Summative ELPAC. Is also responsible for
|Site ELPAC Coordinator||At the school level, manages the ELPAC testing program, ensures the proper administration of all testing procedures, maintains the security of all test materials at the site, processes the Initial ELPAC Answer Books within the LST, and assures the proper packing and return of test materials to the LEA ELPAC Coordinator.|
|Test Examiner||Ensures the proper administration of all testing procedures, maintains the security of all test materials while administering the ELPAC and processes the Initial ELPAC Answer Books within the LST.|
|LST Correspondence Administrator||Performs data entry and scoring for the Initial ELPAC, prints individual or batch Student Score Reports (SSRs), and exports the results to merge into the parent letters.|
|LST Data Entry||Performs data entry and scoring for the Initial ELPAC and prints individual SSRs.|
|Digital Library||Allows access to the Digital Library|
